The purpose or purpose of legality is the existence of norms and laws that guarantee the correct coexistence of people in a society. Legality is necessary for social life. If it did not exist, it would not be possible to live in an orderly manner and with respect for human rights. On the other hand, we can speak of legality as a concept associated with value. In this case, it is defined as a sum of norms, beliefs and values that promote people`s idea of justice and lead them to act accordingly and oppose any unjust act. The term legality is associated with everything legal. That is, what is done legally will respect the law, while what is done in the opposite way will be something illegal and therefore wrong. Legality and legitimacy are 2 of the major concepts of political theory. These are fundamental concepts of the rule of law. The word legality is used to define everything that is done in accordance with the rules of the state.
According to the principle of legality, any act performed with public authority must be in accordance with the orders and rules issued by the State and must not be guided by a mere will. Legality is necessary for a decent life in society. The culture of legality of a particular society “is the set of beliefs, values, norms and actions that encourage the population to believe in the rule of law, to defend it and not to tolerate illegality” [1]. It serves as a criterion for assessing the degree of compliance and compliance with the applicable rules by its applicants and recipients. The principle of legality is legally determined by the existence of 4 conditions; It limits the space in which the law can intervene, ensures the preferential order of the rules subordinate to the law, chooses the precise norm to be applied to the specific case and measures the powers that the norm confers on the administration. The right weighting of each axis is explained by the competency-based action model that we promote at the MUCD in order to promote a culture of legality, because in civil society and legal action, knowledge of laws and rules of coexistence and the ability of people to act count. Legality in a society is possible when people become aware of the need for respect. In addition to respecting rules and laws, respect between individuals. In this way, it is possible to live together in social groups where justice prevails.

The legality culture index is constructed from these three axes. Since it indicates the level of knowledge that citizens have of the standards in force, it is a fundamental component of the stability of the social system. According to Godson[1], “a culture of legality implies that the dominant culture or mentality in society sympathizes with the rule of law”. It is a mechanism of individual self-regulation and social regulation that requires citizens to achieve a certain harmony between respect for the law, moral beliefs and cultural traditions and conventions.
